Not that I entirely agree with what you're saying, but i also believe that trump being president will be a much greater deterrant to groups thinking of striking against the US, i mean, at the same time his words might actually spark more hatred and elevate attempts, but how Trump handles a terrorist attack will define the future of the US's military stance, for example, if his reaction is to play the diplomat and threaten with empty words (hey there obama), then nothing changes, if however he lets rip and bombs the shit out of their stronghold, civilian shields or not, while disgusting from the perspective of civilian casualties, then groups such as ISIS would then be under the mindset that they no longer have the protection afforded by setting up bases in civilian areas to use them as shields against retaliatory attacks.

Really though, diplomacy will not settle the fight with ISIS, and military operations against them won't either, there is nothing the US or anyone else can do to settle the current climate, if they do nothing, ISIS takes more control and more innocents get dragged into it, killed, raped, etc, if they attempt to anhilliate ISIS by killing them, they get civilian casuaties, and drive some people to join arms with ISIS that were previously neutral.
