Doesn't include PC. Germany should be the biggest given their 80m population v ~65m for France/UK.

Isn't this the case in every major European market, though? What's the largest European market that doesn't have FIFA on top, anyway?
My personal bet is Russia, but it's rather small with respect to consoles.
My personal favorite is the country that bred this music here a century and a half ago. I personally doubt that their descendants don't just buy FIFA en masse nowadays.

I would say:
console (hard- and software)
UK > France > Germany or France > UK > Germany
PC
Germany > maybe both together 
Overall
Germany > UK > France
UK's market profits a lot form Europeans ordering in UK b/c of cheaper prices (or if a game isn't available in another country) and I don't really know how big UK's market would be without this fact. That means UK's market may be big but it doesn't really tell us how much people in UK spend on games and hardware nor how much more people in other countries spend since their money is on the UK market.

It is but in Germany FIFA is very dominant on consoles. There was a chart last year where like 9 out of the top 10 games have been FIfa games on different consoles.
In my opinion we Germans have a great taste in PC games but not so much in console games. Nothing against FIFA, I like it as well but it's a little bit too crazy here.
