That's actually a recent change when Nintendo created an Audit and Supervisory Committee which kicked Executive Officers down the pecking order a bit.  Now they have to be reappointed every year.  Above him is a whole list of Japanese Directors and Senior Executive Officers.  They're the ones who make the big decisions.

No one is talking about going against Nintendo's leadership, either.  They're talking about divisions having enough autonomy to make minor-yet-important decisions on their own and shape policy to conform to regional differences.  Forming relationships with third-party developers, for example.

Thanks for the info!

I checked it out, and disagree with going down on the pecking order. I think it's quite the opposite. The executive committee actually have a bigger role in decision making and it can react quickly when someone has a good idea - and it also can make it a companywide policy. There's also lots of more stuff here, when talking about, say, silent information. The yearly evaluation for the executive committee members is because of the bigger role of the committee.

To my knowledge xenoblade was more of the exception and not the rule, I think NoE is usually the one that releases games the latest, not to mention sometimes not at all.

Not to mention that we didn't even have the nintendo bonus program in scandinavia while the rest of europe, america and japan had it.

Since Satoru Shibata, which games missed europe that america got? I don't know really, did you americans got Code of Princess for instance?

NoA should be fired entirely. Their handling of Wii U games was atrocious.

Be careful about calling me american there boi, I'm the finest european there is! :D Judging by wikipedia the game was released in north america a couple of months before it was released in europe, however both released by third party publishers.

Hmm, I'm unaware of the situation. That's why I ask. Do you really think europe gets less than america?

And sorry I assumed you as an american.

No worries man :P Possibly not europe as a whole, I'm from rural norway where playstation holds the throne, and perhaps that affects my view a bit. In some electronics stores nintendo isn't even present. Now from a pure localization point of view it might be more balanced, maybe even tipped in our favour. Not sure to be honest. But I remember plenty of times that we've gotten games later than america, just not the exact games. Other than Trauma Team for the wii u virtual console, since I wanted to buy that last week before realising that we hadn't gotten any of the trauma games here in europe. :/
