Remember, the early pictures of Xenoblade Chronicles X had a very limited draw distance compared with the final product. Fog was very prevelant.

Yes, but XCX also had three more years of development. This game is coming out this year. 

Most of those three years was used to develop what probably is their mutually shared game engine. It was also Monolith Soft's first attempt at an HD title. Draw distance is one of those features that you tweak during the opimization period of development.

Xenoblade 2's LoD textures seems low quality. The foliage especially stands out.

Xenoblades Chronicles doesn't show the same issue, mostly because it has less stuff in the background. (And is helped thanks to the fog masking it.)
So it is difficult to do a proper comparison.

Also has that same line where the textures load that's fairly noticable.

XC2 has the same problem with flat lighting. Strange because XCX seemed to do fairly well with its shadows and reflections off armor.

XCX doesn't look good at all. XC2 actually looks good.

That is because the Switch game is a port of the Vita version. Lazy/cost reducing ports don't show much.
