I don't know how you can't tell the difference between 30 and 60 FPS, for me it's very instantly obvious.

I can easily tell the difference between 60fps and 120fps, ie the difference between screen position updates (head movements) and gameplay updates in psvr is easily spotted. It's much harder to tell the difference between 30 and 60 in a youtube video though.
For playing on a screen, after switching around many times in rottr on ps4 pro, I eventually settled on 4K downscaled to 1080p as the improvement in clarity from downsampling was more noticeable than the alledged 1080p enhancements (couldn't spot any differences) and also a better improvement than 60 fps mode. (or close to I guess) Same with tlou remastered, ended up playing with improved shadows over 60fps mode. I guess I prefer a more stable picture over doubling the aliasing problems. It might also depend on the display. Playing a 30fps game on the virtual screen on psvr looks like a stop motion video, while it looks much smoother on tv. Low persistance screens will make 30fps look worse.
