I assume the duplication of locked threads would be dealt with the same as it is now. 

If only staff could post that should avoid people trolling locked threads.

That said, the utility of such an archive is questionable, don't know that it's something that would be crazy useful, but it would be nice every now and then.

Wow I was 600 posts behind in this thread and now all caught up. Has anyone ever thought about doing a VGChartz obituary? I had been inactive for quite some time and just recently started lurking again. I was surprised (well not really) by some of the users who are ... no longer with us. It would be interesting to me if we had an obit topic where we could see the permabanned and in some cases mourn them. Maybe just their name, last avatar, and perhaps their ban history or perhaps just their premaban note. Just a thought. (note I am not offering to spearhead this).
