It's not. They claimed the patch will allow the Pro version to hit between 40 and 50 fps most of the time if I remember correctly. 

Whoopi, imo the pro just wasn't needed, guess a little more glitter is the main selling point these days.

Do we really need 60 fps locked in a JRPG? Really? And this is coming from someone who both got the platinum on ffxv and targets 144fps on pc games.

I mean too be far it IS an action JRPG of sorts. 

I think the bigger problem is that playing an hour of the game so far, for me personally the game lags *more* when i'm just walking around. It's like 20 frames per second when you walk around the world. It's terrible.

I wish developers would start using framerate like a normal gamer instead of as a PR move. If they could get a 40 frames patch on the pro with ease, but not a 60 fps patch, then i'd be fine. I just want a smoother  game, if they can't make it 60 fps, just release the best framerate update possible ffs and stop targeting an unrealistic frame rate. 

^this is not at the game in general just at video games in general. I don't have a pro yet. I'm projecting.

i think it's strange how people are having such different experiences. I felt no frame issues at all, using the Pro in high quality mode. it just never became any issue, i was enjoying the world, combat and story. in 3rd person the framerate is so much less of an issue than if it was first person fast paced.

It doesn't look that good because it's on a PS4. It's a demanding game because it's on a console. Demanding =/= looking good. 

It's a huge open world so of course there's going to be limitations. It ain't Uncharted 4.

Huge " empty boring" open world.

 

Also  the witcher3  says hi bigger world, much better graphics

It's locked at 30, not sure where you get your info from. Digital foundry already showed it runs at 30, unless a recent patch says otherwise.

It may come as a surprise to you but there are quite a few 1080p 60fps games for the PS4 http://www.videogamerplus.com/2014/09/60-fps-native-1080p-ps4-games-list.html. A simple search will also find native 4K 60fps games for the PS4pro.

As for the PS4 CPU being tiny? If I compared it to my Skylake Core4 i7 and 16GB of DDR4 RAM all on a 32GB/sec bus which in turn feeds to a SATA Express bus (16Gb/sec) then maybe the PS4 is a little underpowered. Even my PC is underpowered if you compared it to PC's that have overclocked 6/8 core CPU's and memory.

If you compare the PS4 to the majority of PC's out there it is a powerhouse and very capable of pushing out 1080p @ 60fps. The choice to go with 30fps or higher is a decision made by the developers, not the hardware they are developing for. Of course, there are always tradeoffs.
