I remember a varity act on the old Tonight Show where a husband and wife team split atoms on stage for a solid 2-3 minutes as part of their routine. It can't be as hard as you think.

Well, generating enough electricity to split water molecules (no atoms are harmed here) via electrolysis is fairly easy, the hard (read impossible) part is to do that and then generate more energy from the 2H² + O² > 2 H2O reaction than you used to split them before.
