Most of these women who chose to wear it are being forced or are brainwashed to do it.

This is pretty simple. When you go live in a new country, you adapt to the customs of the country. It's not the locals that have to adapt to you. This is super important in order to not spark problems.

If a woman went to a middle-eastern nation and walk the streets like a brazillian woman walks in Brazil, what would happen? I'm super at least some serious frowns.

You can't be in your face like that when a country is taking you in. You have to respect and adapt to the local customs. It's ok to have your own naturally, but you can't be all in-your-face about it. Especially when it can offend sensibilities.
The burqa is seen as a sign of woman oppression in europe and most people frown upon it. If the immigrants don't realise they must make an effort to fit in, then they must be reminded to do so.

it's actually very rare. I rarely see burqas, let alone niqabs...I'd say maybe, 2-4 out of every 100 women who wear the veil in the middle east wear a niqab. The numbers for women covering their entire face as well is very low

i mean, it'd still be racist/offensive/whatever, regardless of whether he's a black man or white.

Yes! I fully expect to see women walking around with their shirts off. I believe going topless for a woman is legal in Austin but not most places in USA. However, it is okay for guys to be in public without a shirt on except in stores (no shirt, no shoes, no service). I actually walked into a Walmart when I was in high school without a shirt and was escorted out, but not before I got money from friend that owed me. Lady was like you can't be in here without a shirt. I was like hold up I need to collect first. I just came from the swimming pool is why I didn't bother putting a shirt on.
