No. He literallly said that he won the popular vote but because of voter fraud he lost by 2.5 million votes.

Here an actual expert weighs in on both the recounts and Trumps allegations of voters fraud. And the conclution is that Trump does have some ground. What he claims, happens. There is no way to prove it, but is the kind of thing we all know happens, but turn a blind eye when convenient.
