“Originally I was thinking it would be okay and we could put all of the extra updates into a day-one patch,” Tabata told IGN. “But at that point I learned there are maybe a lot of people out there who play in an offline environment and don’t have internet. When I found that out, thinking about it again, I’m glad I didn’t make that decision.”

So why is there an 8GB day one patch?

There's only 2 races: White and 'Political Agenda'

Basically this.

Had they not delayed it there would have been an even bigger patch.

They could have delayed it even more to get this patch onto the disc but then there would just be a different patch to complain about.

It seemed to be fairly well-reported that the Xbox One version was being heavily worked on to hit a decent resolution/ fps right to the last minute back in August. He even said himself at E3 that the September ship date was going to be hard to meet, among other things.

Had they only had ONE PS4 sku and no xbox to worry about, they probably wouldve released it six months ago or longer. Optimizing for all three skus certainly caused some last-minute scrambling.
