You have to walk before you can crawl. Trucks is working on the new layout at the moment, which includes the mobile site.

There have been plans for an app, at least from what I recall, but I wouldn't expect it until the website is redone and the mobile friendly site is made. After that, ask for the app

Pricing for an app nowadays is still stupid high, as a developper, we tend to orient our clients to a responsive site instead, still a cost, but much less, sites that used an app already have to keep up with it, but if they didn't, they should just focus on making this responsive and they're all set.
edit : also getting the app accepted(which is essential but, when you see some questionable apps pass and not yours, you wonder) and all can be a bummer and a waste of time
