Yea they have stated that but it would be odd to release two portable products from them. It will confuse the consumers if they did that and potentially compete with themselves... But we don't know if thats even going to be a thing so we should just speculate on what we do know. Nintendo can call it a home console "first and foremost" but if it acts like a handheld that can connect to the TV, then that is what most people will see it as.
They did show quite a bit of portability on its trailer so I doubt the battery will be short. Even if it isn't very long, it still has to be a consideration if they are going to advertise it as portable device in any sense. They showed it being played on airplanes and car trips so...
And yea, I wouldn't doubt that there might be a power saving technique like that.
