If FFXV sells under a million on Xbox would Square want to dedicate resources and time that could go to other things just for a 6 figure sales port for FFVII? AAA PC ports have been selling better than Xbox ones for a while too. They need to focus on other things.

FFXV and a FFVII remake Xbox One version would more than pay for them self even if they had sub 1m sales in the region of say 500k-900k I'd expect more than that though. Even if you compare the ratio of Type-0 a spin off psp port of 970k on PS4 and 250k on Xbox One the time it took to make it avaliable on the Xbox One would be more than worth it and main entries in the FF series and the FFVII remake carry a lot more hype and interest and probably a very big marketing campaign and would more than cover the costs spent making it avaliable on Xbox One.

They wouldn't pay for themselves. Square wastes way more money than the average AAA dev (lets compare them to Konami and Square's less costly games) and one million copies isn't breaking even anymore modern day. That Type 0 port costed practically nothing to make compared to the amount of money they spend on mainline Final Fantasy games. Square Waited 10 years to finish FFXV, those costs aren't going to just go away. They implied they needed 10 million to break even whether they damage controlled what they said or not. The 1.5 million max is a drop in the bucket.

Square published that game (Just Cause). Imagine how much more money they're going to waste on FFVII compared to Just Cause.
