Yupp, this in a nutshell. Somebody tried to pull something similar a couple of years ago (after a series of similar incidents) but not in a clown costume but dressed up a sa local fairytale monster (Zburatorul or the One that flies). He tried to "steal" a virgin from a house, got beaten so bad that he spent a couple of days in a coma. The trend stoped right there :))
