Why does it say best WW2 game but only list mostly FPS games?.
Anyway id go for EU4 with WW2 mods or Hearts of Iron 3/4.
the first CoD since it had the best WW2 single player campaign ever for its time imo. In fact it had one of the best FPS single player campaigns ever for its time too imo.
Gonna halve to say Company of Heroes. One of the greatest non-Blizzard RTS games ever and amazing attention to detail. Most shooters can't come close in quality.
It's gotta be World at War. It also has a map set in the Philippines, so no bias.

Return to Castle Wolfenstein easily. A masterpiece.
The single player campaign was very satisfying with a superb atmosphere. And which managed to incorporate the supernatural in a tasteful way.
The multiplayer was groundbreaking with its objective based gameplay. Fabulous multiplayer for its time (which reached its pinnacle five years later with Enemy Territory: Quake Wars, but which sadly was too complex for modern dumbed down gamers to appreciate).
