A high end PC with a top end CPU and GPU (i7/GTX 1080) is borderline capable of playing current games in 4K at 60FPS. What makes you think that scorpio can handle games in 4K natively in a $400-500 machine? And 60 FPS as well..

You are wrong, a high end PC struggles with 4k on high/ultra settings, you will see many tests where you tone down the quality, it will run it.
If the rumours are true, scorpio will have over 4 times the power, so any game that can run in 1080P on the Xbox One, or possibly 900P (since there is some wiggle room) should be possible in native 4K on the Scorpio using the same settings (so really only increasing the resolution).
Please not, we don't know ENOUGH about the Scorpio for anyone to really answer this question, we don't know how much memory it will have, what chipsets it will use (will it use Polaris, which seeems likely, or Vega?) we dont know how much the console will cost or what processor it will use (jaguar? zen? something else?)
So in the end, is it possible to run games on a 6Tflops PC (which is high end, since thats MORE then the 480RX does) in 4k? Yes!
Is it possible to run them in High/Ultra or settings... HELL NO, but thats not what Microsoft is selling here
In the the end, its a waiting game. When they release the specs, we will know.
