By "some game can't run at 60fps", do you mean some literally can't, or the Scorpio won't be able too? I ask these questions because i have a PC with the relative amount of power you appear to be describing, and 4k/60fps/max is rarely a problem. So it'd be a bit strange if you don't believe the Scorpio will do similarly (and by extension, i imagine you'd be pretty disappointed if it falls short of your expectations, e.g. 30fps being it's 4k standard).

However i think IGN thinks of it as a sales war of sorts. For people who haven't jumped into the next gen yet they see Xbox one S as the "new" xbox vs PS4pro as the new PS4.
I think this is a misunderstanding if anything.

That's a very small minority of modern releases :p

I think that, atleast, 3 years. 

I don't know how much they spent on Uncharted 4. But they said that was one of Playstation's biggest software investment.

A huge budget doesn't necessarily mean better looking game. It depends on the technical knowledge and resource handling of developers. Saying a game looks good just due to a huge budget or linearity is selling it short for what it manages to achieve. Games don't magically take advantage of hardware that way.

That is why some developers make better looking games than others, even with a smaller budget and when they are comparable or larger in scope.
