Nope. They cannot charge for patches nor exclusive Pro updates.

"We are not allowed to charge you for patches or pro feature updates.

The “fees” include anything we have to swallow to update our past games for you.

The internet can calm down. There is nothing we can do to leverage pro features or patches with price. Nothing.

Bolded is literally what I said, "Devs CAN charge, maybe similar to DLC, for a pro-upgrade on an existing game.".

Seems to me Sony is telling devs that if they choose to upgrade an existing game they can handle this as a DLC type experience. But any unlaunched game cannot as the devs were well aware of this functionality and should have planned for those costs.

Then, why separate the bottom line? You cannot be charged for any Pro related stuff. Seems pretty clear, cut, and dry. The consumer will not be charged anything. The fees include anything they have to swallow. 

So how is the thread title wrong?

There were two separate questions. One was on existing and one was on future. Existing clearly stated that Sony understands there are real costs to adding the Pro support and therefore the devs can ask for consumer payment.

Based on the information, Sony will not ask money for the updates of the games on PS4 pro but there is a cost for developers to do the updates and it is allowed to charge for an enhanced experience.

Update: It should be noted Sony confirmed via other websites future games are deffinitely not allowed to charge money, its unclear however if developers patching old games, released the last 3 years, are allowed to cover the expenses it takes to create the update are allowed to charge a small fee
