If you mean the original, not the one they are definitely announcing this TGS, then getting a PS4 won't give you access to it, tho.

PS4 still doesn't have PS1 games.
You can actually play it on every other PS system (PS1, PS2, PS3, PSP, PSV) but not on PS4, yet.
