Maybe it got stuck? Or maybe it's heavy to open because of the water? I don't really know, just throwing around some ideas that may or may not be plausible reasons.

Door was most likely stuck if it ended up being submerged in all that water.

As far as I know, it should be impossible to open a door underwater if the room you are in is not flooded because the pressure of the water outside is so strong.

The workaround in a situation like this would be to deliberately let the water in, so you could open a door. It would be even more efficient to just pull the whole window down and escape through that hole, because time is of the essence when you terminate the oxygen that is left in the car. But when a person is not aware of how the physics work or if they are panicking, then they won't take such an action because it seems like suicide.

Ah, I thought that might be the case. Wasn't sure if the pressure would affect the door in such a manner, but good to know it does. The window tricks sounds nice.
