1) The most popular villain - Joker

2) The most evil villain - Carnage

3) The most powerful villain - Galactus or Darkseid

4) The best written (rounded) villain - Joker

6) Largest number of great villains - Marvel (Only because Batman villians are the only villians I enjoy, while Marvel I have a bit more variety with each hero)

DC mainly cause of The Joker.

But I like a lot more Marvel villains overall than DC.

I don't know enough to comment on that. One thing I've noticed in the movies, though, is that while the marvel movies are better (IMO), DC movies generally have the best villains.

1) The most popular villain - The Joker

2) The most evil villain - I can't think of a definitive answer for that.

3) The most powerful villain - Dark Phoenix

4) The best written (rounded) villain - Dr. Doom.  He's almost a protagonist.  One of the few villains that inspire awe and respect.  Magneto and the Green Goblin get honorable mention.

5) The villain with the best character design - 

6) Largest number of great villains - Marvel kills this one.  Dr. Doom, Kingpin, Magneto, Loki, Dark Phoenix, Galactus, Thanos, The Red Skull, and Ultron are all excellent.
