Guns don't kill people, people kill people. Religion itself hasn't killed anyone. I have Muslim friends. Let me ask you this. Do you think they're happy that Istanbul was bombed during Ramadan, their most important holiday?...... Do you think they approve? ISIS and similar terrorist groups are not considered to follow "organized religion". None of those people have influence over average Sunni muslims so I don't see your point on influence. I don't think any average Christian sanctioned the Westboro Baptist church. I don't think any of the suggestions you made would provide results. There will always be prominent figures and even more so in a time of prohibition.
