No they absolutley do not, you can't download 99% of Windows 10 applications on Xbox, and there are many games on PC that are not on XBO.
Classifying the XBO as a PC is just silly. An Xbox is nothing like a PC/Laptop no matter if they run the same games.
And as for the statement about microsoft having nothing to lose if everyone left Xbox for PC that's completely wrong also. They receive money from third party games sold on XBOX they do not recieve money from third party games sold on PC, not to mention Xbox Live subscriptions.
Microsoft would much rather have more Xbox Gamers than PC Gamers.
Xbox is a closed platform, everything goes through them and they get a cut from everything. Windows 10 is an open platform, anyone can make anything they want and release it wherever and whenever they want and Microsoft doesn't have to know a thing.
Having a high installbase on a closed platform is MUCH more advantageous then having a high installbase on an open platform.
