I know right? People talk about Project Scorpio like its releasing next month. And then go and critize other platforms for announcing their software early.

To me its the same thing. Sony didn't announced Neo because the console is not ready, Microsoft did not announce a single new exclusive this last E3, because the games are not ready.

Regarding the "Power" discussion, I do believe that %99 developers under utilize the tools they are given. Most "current gen" games still don't reach what Naughy Dog managed to accomplish with The Last of Us on a PS3 with only 256MB on the GPU.

There has been no information or announcements given for any other potential versions of the game. All that's been said so far is that they're working exclusively on a PS4 version for now, and will consider other options once that version is done.
