1) Story is really up to the individual. - I can't stand Uncharted's story premise, but love Halo's Sci-Fi opera.
2) Graphics. - I am a PC gamer. And you try to talk about graphics? Please. 1080P is so last century. - Besides, Scorpio is coming, expect to no longer be on top in console land.
3) Voice Acting. - Nolan North has been in over 9,000 games, his voice has been in everything from Halo to Uncharted to Call of Duty to Fable. - Not a plus in my eyes.

Well, Quantum Break has really good story telling, It's graphics aren't better than UC4 but they are pretty close graphically. I don't even know what you mean by direction. The voice acting in Quantum Break is really good also. But that's just an Opinion. ;)

I don't think they can really be compared, they have such different art styles.
But you can pick out the individual effects... And let's be honest, Quantum Break was a game of compromises, it's reconstruction technique is a testament to that fact, it's flaws became a little more pronounced on the PC that's for sure.
That doesn't make it a bad looking game though, on the contrary. - And Uncharted certainly isn't a generation ahead of it either... And it also has it's own compromises in regards to graphics like sub-par shadowing and some really bad textures in places and low poly assets.

There were a lot of Dreamcast games that were pushing the console where I thought it would explode (Headhunter, Shenmue) that would run with virtually no effort on a Gamecube. They were the same gen but the Dreamcast couldn't even run ports of some games the PS2, Xbox, and 'Cube were running!
I know a lot of Dreamcast games were ported to the other consoles but the Dreamcast wasn't anywhere near PS2 and that console was weaker than the other two 6th gen consoles.

You aren't wrong.
I think allot of it has to do with the Dreamcast kickstarting that generation early... As we saw this generation it took awhile for games to start looking decent.
Last generation the Xbox 360 kickstarted the generation a year early and those early games looked like souped up Original Xbox games, the Playstation 3 didn't suffer that same issue to the same extent due to it's later launch.
Looking at the hardware though, the Dreamcast was weaker than the PS2 overall.
The PS2 had more Ram, faster Ram, more cache (Thanks to the 4mb eDRAM), faster central processor, faster graphics processor etc.
Where the Dreamcast would come out ahead though is when dealing with Aliasing and it actually had superior lighting capabilities too, it also employed better compression to get around it's bandwidth deficit and it also had superior full 3D Hardware Audio. - Which is a shame that it didn't have a DVD drive, would have made a better DVD player than the PS2!
But because the Dreamcast was the first of it's generation, it tended to get the most focus for a couple of years, which meant that multiplats typically looked equal or better on the Dreamcast untill the PS2 steamrolled things.
