Are Sony developers given more tools, budget and time to produce their games than Microsoft's?

It kind of makes sense, people criticize Sony for announcing their games too early. But honestly, this could be the reason why their games are so well produced.

They expose their games so early that they have time to gather feedback, fix bugs and adjust gameplay elements.

Is Microsoft releasing their games too early and unpolished then?

PS4 is a more powerful console. The first party/exclusive games on it should look better than what there is on Xbone. But to call it a "generation behind" is just... complete and utter nonsense.

If PS4 were a generation ahead, we wouldn't be seeing a Neo ;)
