Probably does, the Wii U still uses memory cards over a hard disk, if this is really a console and handheld that can play the same games, more than likly memory cards over hard drives will continue.

Yup. The only way Nintendo could support what's basically going to be two HD platforms with unique libraries is by only developing low budget games with short production cycles like 2D platformers and mini-game collections/party games -- kind of like what they had to do for a substantial amount of the Wii U's 1st party library.

if its carts it will be tiny flashdrive sized ones ala the 3DS.

This is very exciting news. It would harken back to Zelda NES even more! If NX uses carts with a ton Solid State Drive storage, we might be looking at the cheapest Nintendo console since the Gamecube. No moving parts due to the fact that the BD drive would be taken out, the console will be considerably smaller than even the Xbox One S, there's so many possibilites.
