They're using kind of a loose definition of "first-party." Scalebound is a Platinum production. ReCore is a co-production between Comcept and Armature. Undead Labs makes State of Decay. Reagent Games is making Crackdown 3. All of those are third parties. In fact, their only major first-party studios are 343i, The Coalition, Turn 10, and Rare. Most of their "first-party" IPs are outsourced to outside companies. They may own the property, but they just hire others to do them.

Isn't owning the IP the most important thing?

You know what? That's actually a pretty good list. I never thought I'd say this, but Microsoft's first-party output may be eclipsing Sony's. I want to play The Last Guardian more than anything Microsoft is publishing, but taken as a whole the Microsoft stable is looking impressive. The question is: will all these games be released on time or at all?

I've said it before but the irony with the Xbox One getting blitzed is that they are actually doing a FAR better job with content than with the Xbox 360.  They still rely too much on Gears and Halo but the variety is much improved.  Still hard for them to counter Sony's Japanese content, however.

360 had way more 1st party content then Xbox One at this point in time. Wii also had a lot more 1st party games then Wii U, even before Nintendo realized it was going to flop. MS and Nintendo have not been stepping it up lately with 1st party. Sony is about the same as PS3, which is obviously not great. But 3rd party is definitely better this time around.

When I look at this year, I see 4 big games. When I think about GT Sport, No Man's Sky, The Last Guardian, and Gravity Rush 2 - all of those those games are launching this year. There are dates next to them.

When I look at other platforms, it's not clear to me when these "14 games" are shipping or how many will ship this year.

Next year also has Horizon: Zero Dawn, Persona 5, Nier: Automata, and more. These are a very diverse set of games. And to say the other consoles are doing a better job of shipping more games to their customers.....I don't see that.

Are any of them really getting any real hype? Besides the core Gears fan?

...Why?

Because besides the spin to include 2nd party as 1st party games, a number of games hold no value if they aren't enticing their market.
