It's more than that. Microsoft aside, AMD is the only significant company that knows an exact production number on which the maximum number of Xbone's shipped can be based. If AMD has shipped 20 million chip sets to MS, then it is impossible for MS to have produced more Xb ones than that, and if AMDs shipment number is exactly 20 million then it is guaranteed that less than 20 million have been sold to consumers.
This is the most solid evidence we have so far on which to base Xb one retail sales on. At the time the presentation was prepared (not the time it was presented) Xb one retail sales were more than 10 million and less than 20 million. I feel sure that if the presentation at least partly has a PR aspect to it promoting the success of AMD then if the number was very close to 20 million then they would say almost 60 million. If you use the rule of thumb of rounding figure to multiples of 5 when you are going with "almost" and "over" type statements you'd be assuming that if the number was somewhat above 15 million then the figure quoted would be "over 55 million". But maybe AMD wanted a cleaner multiples of 10 number on the screen, and "over" is a better and more positive sounding word than almost. So I think Xb one sales were probably something like 17-18 million when this presenation was being written
