It is indeed a deeper question. I think the Tencent Game System has a dual system, where one part is gaming-only while the other is a regular PC. We can even look at the issue of PC/Console even deeper. If MS were to release a massive update tomorrow to the X1 enabling dual boot of the system to the classic X1 UI or a PC interface, would the X1 suddenly turn into a PC or would it remain a console? I think the matter is more about customisability than operating system, but even that matter might change now in the coming years.
