I would guess the original reasons to not have this is so that TMs still had some value while they were single use items but you could use HMs on all the Pokemon you wanted to, but now since TMs are multi use as well there is no real reason to keep the HM moves so utterly useless in power in places.

Still changes have been made to BP of lots of moves, Pokémon Stats, typing weaknesses and this problem still hasn't been solved, does it take that much to make Flash a 70BP electric move that lowers accuracy ?

Yes, items the answer. A surfboard, some kind of shovel and make all flying pokemon able to fly around the map by default. I think this game should be getting simpler instead of more complicated.



A way I thought of fixing the HM problem was giving every Pokemon a 5th move slot only for HM's. They cant be used in battle, only on the field. Of course, you can use them on the Pokemon's moveset too (Surf, Waterfall), but some moves are better unused (Cut, Flash).

What you mean is just obvious HM powers then... like Scyther should just know how to Fly (even though he can't learn it) and Duduo should not be able to fly... (even though it can) Just once you get to a point where you have a Pokemon capable of cutting down a small tree they should be able to do that and progress in the game... although again that is becoming complicated when you think that something Gyarados could not cut down the bush.... but the suggestion that it wouldn't be capable of removing it with dragon rage is insane.

Also is it not time to remove the ability of Surf from Pokemon where it just doesn't make sense? The Tiny Azurill or Barboach carrying a trainer along with a team of 5 Rhydons never really worked for me really, just how do they do the move?

Keeping them as Key Items you pick up during the game would remove the need to tie the moves into Gym badges to use them out side of battle as well, since it could just be scripted that the player receives the Item after completing certain Gym battles or at a Key point in the story to allow travel on water for example or where it's deemed that the player should be able to travel back and forth to towns without trekking for ages on a bike.

Although even when it is one it's about the only one that wasn't necessary. In gen 1/2 I'd always just wander around the caves in the dark until I found the right route since I didn't want to waste a move slot on flash

Oh and while we're mentioning the problems with HMs, wouldn't the simplest solution be to just make them forgettable? If you can overwrite them with any other move whenever you wanted then they wouldn't be such an annoyance.

Almost always done this as well, just meant I got to fight and kill more Zubats, would spend enough time in caves to encounter Geodudes and catch an Onyx and level up my team more.
