Xenoblade Wii's Sharla has one armor type that doesn't show her bikini and zero tops that don't show clevage/side boob.

If a game is designed with adult characters Nintendo has been shown generally to be all for the risqué outfits (they ENCOURAGED the cleavage on Bayo Link). It's when the characters are kids that problems arise in localization. If Japan wasn't ostensibly in love with scantily clad preteens we'd have no localization issues.

Well, that's beyond the point, unless you try to argue Nintendo didn't want to be sexist and removed the bust slider because there isn't an option for males, too. :P
