I agree with both.

1: I'd rather see a new IP from Sucker Punch as well but between this rumor and sequel to Infamous I'd actually be quite interested to see what they can do with Spidey.

Oh I'd love to see what Sucker Punch could do with the Spidey IP, especially in a bigger map like Queens, though it would be nice for SP to pack it more densely by letting you go inside of a bunch of buildings, as well as exploring the sewers for dungeon like missions.

There's certainly a lot that could be done with Spidey's foes and allies. Sucker Punch have nailed the traversal down to a tea, so it would definitely be a lot of fun swinging around with webbing and the potential for upgrades like improving web formula, strength, senses would all add to the gameplay potential. Maybe even different suits, like the black suit symbiote or Iron Spider.

2: It's true. We don't have any leaks per se and I'd be surprised to see a licensed Spidey game going exclusive especially with Activision owning the rights. Though if this turns out not true, I just don't get why the hints seem to be in line with each other. It's either true or a great prank imo.

Could just be people rolling with the punches, like some fans or authors of internet articles have put 2 and 2 together and to lay on thick the possibilities of this for entertainment purposes.

A: Stephen Oyoung's online portfolio mentioned working with Sony on an unannounced Spider-Man game but the reference to Spider-Man was quickly removed. Could this have been removed to avoid a premature announcement?

Maybe Sony are working on a Spidey game, perhaps it is happening, who knows?

Could be that another studio are making it, but Sucker Punch would certainly be a great fit, if they wanted to do it and Sony do have the rights then I think Shu and co would be up for it. Maybe Stephen mistyped or he did it for Sony as a bit of a sly way of seeing how this could be received by the potential audience for the game.

B: Shuhei Yoshida recently tweeted a picture of stacked Spider-Man noodles after never having shown any interest in the IP. Could this mean that Sony Interactive Entertaintment have plans with the IP?

With Shu it's well known that he loves to troll people, he does it all of the time to Greg Miller and Colin Moriarty whenever he's in contact with them on Kinda Funny Games on the PS I Love You XOXO podcast.

He knows that Colin wants to know what Sony's Worldwide Studios are up to, so he'll rib him saying stuff like "I was at Sony Bend and Sucker Punch this week and both of their games are looking gorgeous and playing really well, but I can't say much more at this time" lol.

It's possible that Shu could be eluding to something Spider Man related, but you really never know with him.

The amount of times he used to talk to Colin and Greg on Beyond when the two worked for IGN, hinting stuff about The Last Guardian and how it wasn't quite time to say anything about it yet, same goes for Gravity Rush 2 or a remaster for PS4.

C: We know for a fact that Sucker Punch is developing an unannounced PS4 game featuring 3rd person melee combat and unique clothing laid out into patterns for compelling characters. Could this sound like a Spider-Man game? Could it sound like any other game?

It could be one of three things, either a new Infamous, a New IP or this rumored Spider-Man reboot game.

The problem with those details is they're very vague and could literally cover any kind of title that all of those potential options could easily cover. Any would be cool IMO, because a new Infamous could take the series anywhere, essentially like making a new IP, but just keeping the Infamous branding, that's the thing with sequels like that. I doubt anyone would have guess how Second Son was going to look before it got announced, many sequels are very much like new IPs, because a lot chnages about the overall formula, with so many new additions to the series that it's very close to making a new IP.

Very exciting, it's nice that this particular studio's game will be very surprising when it gets announced, whatever it turns out to be.

D: The twitter user that leaked bearded Kratos in Norse mythology before we got the concept art recently tweeted: "Sony is working at 'Untitled Spiderman PS4 project'. Trailer incoming (E3 2016?)." Could this user know something or is it just pure trolling?

Well that would be a pretty legit leak if the Norse GoW thing is true, it would point to someone who does know real information. Not necessarily linked to Sucker Punch making it, but still a Spidey PS4 game, with no other platforms mentioned then it could be a real thing and an exclusive for the system.

E: Sony decided to collaborate to secure a high quality and cohensive Spider-Man universe even though it meant that Marvel would get a cut of the profits. Could this "universe" also include games? Could Activision approve this if they'd receive a cut just like Marvel (Disney)?

It could include anything, but it all depends on the deals that were made and what the licensing agreements allow for Sony to develop and publish.

Activision may not have anything to do with it now if Sony have bought the rights to make it happen, Disney may still be involved, but it depends on who owns what.

See reply in bold, interesting stuff IMO.

Very interesting indeed.

I like your reasoning. You're so right that Shu could easily be trolling. Also that Sucker Punch may not even be involved as none of the "hints" mention them. So many rumors and vague leaks. I'm looking forward to E3 :)
