No, it's just out of print for intents and purposes. Wind Waker dropped to $30 last year. I bought it for $22 ($30 + 20% discount from Best Buy) when I got my Wii U.
Although, most games do stick around at full price, unless they flop really badly.

MicroSony wishes their games could stay up in price like that. As a consumer I don't like it, but I can see why Nintendo does it.
I have the Zelda Wii U edition so I only got a digital copy. Wish it was physical. I always made profit selling my old copies. Especially the OoT and Masters Quest GC disc. I made bank on that thing.
I got a bunch of the for $12.87 at Sam's Club. Sold them on ebay for $34.99.

Your spot on correct about used Nintendo game staying high priced. Historically Nintendo games have the lowest trade ins of any games made. Not many used copies are for sale. People hold on to their Nintendo games. Look at how many gamers still Play Melee on the competitive level.
