It was probably going to reproduce the troll content as long as the 4Chan twitters were bombarding it with such content. Cleverbot answers through some similar algorythms, and that's why it would repeat "Ben drowned" talk during the most popular phase of that creepypasta, for instance.

My guess is that Microsoft took it out to hard code more responses to racist or immoral content - much like the bot already claims it doesn't drink, even though the same twitters very likely tried to make it promote drugs and alcohol too. Think of it as a programmed superego, if you like to anthropomorphize....

The AI was designed to improve Microsoft customer service voice recognition software. Tay asks her followers to "f***" her, and calls them "daddy" in a teen age girls voice. This is because her responses are learned by the conversations she has with real humans online.
