Your Data of Xbox One's Sales on USA, is of 2014, 2015, and 2016 isn't ?, and Xbox One, is selling in the 2 months of this year, less than the first year isn't ?.
Now that you said it i'm no longer sure if it will be Up, or Flat, i remember that TitanFall, the one who moved more Consoles than Halo 5 (i think that i read a article about it) Launched in March 2014, i thought that was April, but actually TitanFall, launched in march, so is a Tough one to beat.

Yeah. The chart's color-coded by year. It was per-week averages as well, which is to compensate for March, June, September, and December being 5-week periods for NPD and the rest of the months being 4-week periods. February usually manages a much better per-week average than March because of tax returns, though the March sales period having an extra week helps even the two out on a plain old monthly chart.
2016 is so far down like 11% YoY from 2015. While March of last year was down from March '14, that's because of Titanfall's effect on sales in March '14. Overall, the XBO was up YoY every month last year except March and September thanks to the price cut issued in Nov. '14. But now that it's been over a year since the XBO was reduced to $350 the price cut's effects started losing steam after the new year, especially now that the PS4 is $350 as well. Whether or not this new price cut for the XBO does anything has yet to be seen, early signs are not promising.
Neither The Division nor the price cut seem to have budged the XBO any. The Division might be a big game, but not every big game moves hardware. It could easily be selling mostly to those who already owned an XBO, and since it's multiplat it should have had at least some effect on PS4 sales as well, similar to how Destiny still moved some XBO hardware despite the PS4 getting the lion's share of the benefit, yet we saw nothing. Also, since this is an off-month and the ad blitz for The Division has mostly passed, maybe it's taking a while longer for word-of-mouth and advertising to spread the news of the price cut. April is going to be the real test for this "temporary" price cut.
Also, Halo 5 month was the best non-holiday month for the XBO. Titanfall did provide enough of a boost for March 2014's per-week average to nearly match February's (Infamous did the same thing for the PS4 that same month), but Halo 5 month had a per-week average about 21% higher than Titanfall month.
