The article isn't sourced, its an opinion/analysis based on cursory assumptions from potential sources. And, even with that said, the artcile itself even says "5-6 million. Maybe even more than that." You're paragraph is based on a false premise.
In no way is there any clear indication that the game has already broken even, and even if it has it is by a pathetic margin. That is a bad investment when it cost them several tens of if not a hundred million USD, and took three fourths of a decade to not even finish completely. To the accountants/businessmen this was unacceptable and, probably, seen as wasted ventures in a volatile market.
