No, its quite diferent that OpenGL of old.  The API will diliver low lever performance across all devices.   Dot just Windows PC (but those PC will enjoy the benifits none the less).  One of the biggest drivers will be mobile devices.  An low leverl Open Source API that allows you to swap between devices while ensuring better performance is what this is like. Its really over for DX12 as the leading API and the signs are everywhere.

Regarding the Gears of War 4 gameplay. We may never get to an agreement in this subject. Simply because I really don´t undertand how somebody can find that gameplay exciting. And you probably don´t understand why I found it dissapointing. I have to respect that XD

Many gears fan like me didnt really like the colory style from gears 3 and judgement so this is a good change. Not only this but its good to see the coalition (I think that's how its spelled) implementing the same gameplay and not changing it up like 343 did with Halo 4. 

Where does it mention the fullgame is going to 2017? All it says is Multiplayer beta in Summer 2016 so this could mean full release in October/November or something along those lines.
