It's the number of things in the city.  And that the city isn't instanced at all.  The textures actually aren't bad, they just take longer to load in which is bizarre but probaby the same problem there as with the draw distance.

Now that I've actually played the game for myself, I stand by my earlier observations that Monolith chose their tradeoffs wisely.

The sacrifices they made don't significantly diminish my enjoyment, while the gains in terms of scale and performance stability are well worth it.

I should hope so, the console is over 2 years old. Altho I'd like to see a 350$ PC ''considerably'' outperforming a PS4 on a multiplatfor game let alone put out visuals like UC4, or horizon zero dawn. Oh, and also being able to play latest games 4-5 years from now.

You get what you're willing to pay for with PCs. 

If UC4 or Horizon Zero Dawn had PC versions, the devs would be able to dial up the graphics beyond PS4's capabilities for those with the hardware to support it.

Bottom line, any console exclusive could always look better on stronger hardware, so its kind of a moot point.

Playing it now. Can't understand how people have been so forgiving of this game. It has addictive gameplay but technically, it's looks and feels on par with the Xbox 360 RPG Infinite Undiscovery. I kinda feel mislead and a little angry about this game right now.

You can't possibly compare Infinite Undiscovery with XCX, please. That's just ridiculous. From a technical point it's miles ahead, and that's a fact. Just compare the scale of the world of those two games.
