Interesting and suprising. I too was a little saddened by the state of Japanese games in the previous gen. So many great series like Devil May Cry, Resident Evil and Final Fantasy had such a drop in quality. There are enough Japanese games coming out next year to sustain the ratio in this list, but apart from Dark Souls 3 and Persona, I wouldn't expect any of them to get a plus 90 score (DS3 is borderline as I suspect a lot of the reviews will cite "fatigue" with this series and we'll get a score around 87 overall).
There are exceptions to any rule but I tend to find that Japanese studios will spend a lot of time on a game making sure its really well made before releasing it (this is simply their culture, which is why they dominate the motor and electronic industries). Unfortunately what you end up getting are games like Final Fantasy XV and The Last Guardian which have been in development hell for years. Uncharted 1, 2, 3, 4 and Last of Us will have come out of Naughtydog in the same time Studio Japan has been working on LTG lol. Wtf!! However, time = quality so its often worth the wait. Look at the Red Dead sequel. RDR came out in 2009 and we haven't even gotten an announcement for the sequel, 6 years later. It'll probably be great though.
