I think price is a very big factor there. The Xbox One for example still costs $470 in China at retail which is considerably expensive for a US consumer, let alone a Chinese consumer who most likely will have a lower salary.
I think once the prices really come down we could see faster adoption of the consoles, but realistically speaking I do think the ceiling is fairly low and we're not going to be seeing huge sales in China.
Even last gen imports peaked at around 2 million per year for all 3 major consoles (Wii, PS3, 360) and at their worst were around/under 1 million per year. So this gen I doubt we're going to see much different even with consoles now being legal.
