To be fair, it was condemned for the exact same reason The Order 1886 was. You don't hype a game as if it is the greatest thing a human will ever have the opportunity to play for months on end, only to deliver an average product. If Watch Dogs was just slightly less good than its hype, it wouldn't be an issue. Instead, it delivered some half assed mechanics alongside a story trying to take itself too seriously, starring a completely forgettable protagonist. With its big appeal being the hacking, it got surprisingly dull very quickly.
There is enough there that a Watch Dogs 2 could fix all of the mistakes and actually make a respectable game. As it stands though, in the genre, there are better games to pick up, both on this generation and the previous. Playing though an average experience just because it doesn't totally suck seems like an incredible waste of time to me when you could be doing something you genuinely enjoy.
