It's directly copying something Iwata specifically said they'd do with this program:

“Based on our account system, if we can offer flexible price points to consumers who meet certain conditions, we can create a situation where these consumers can enjoy our software at cheaper price points when they purchase more,” Iwata explained. “Here, we do not need to limit the condition to the number of software titles they purchase. Inviting friends to start playing a particular software title is also an example of a possible condition.”

I can see this never happening, and neither do I think this is a good idea in the long run.

Listen, would you pay $10 a month for just a dozen games? Old games that you could get for free of you want to sail the high seas and plunder those filthy landlubbers? No? That makes lots of sense.

i think either they will make a new account system like Xbox Live games with Gold and PSN Plus or create an achievement system that you get points and you can use those points to get rewards.
