Going from past experience, when action games like this are judged by critics, less emphasis is placed on the depth and complexity of the mechanics than most fans will, while more emphasis will be placed on stuff that fans generally don't care as much about (i.e. presentation, graphics, narrative, etc.).
DMC4 probably will never get a particularly high MC rating because it's (sadly) very much an incomplete game. The core gameplay is quite good, but it's still only two thirds of a finished game, and even that might be being generous. DMC4's SE didn't really fix any of this; it just added 3 new characters that you get to play half a game over with and some mods that PC gamers have had for years.
DmC, while (imo) having a far worse combat system and a god awful story, at the very least is a finished product. It's a broken, messy, finished product, but the game is at least complete. It also helps that DmC SE fixed a lot of the complaints people had with the gameplay; hard lock on exists, color coded enemies are now at least vulnerable (if not stun-able) from different colored weapons, the style system isn't quite as broken, etc.
