Intel wanted to get big in gaming with Larrabee and while this is still somehow a thing with Xeon Phi, Intel didn't enter the competition with amd and nvidia.
That doesn't mean Intel has developed an alternative for havoc but it was a business decision to buy havoc and now it's a business to sell it.
Why would Sony give Intel money for all these years if it's so easily replaceable?

They could, but nearly eveyrone uses MPEG-4 AVC now. Which is generally lisenced through Google.

MS owns Minecraft. So MS is the ones cashing in on Minecraft sales on all systems. I wouldn't doubt if Minecraft on Vita is the best selling game MS ever had in Japan.
