It just seems incredibly unlikely at this point. They obviously lost a massive part of their market to smart phones. Nintendo lost a fair chunk too but have managed to hang on, I assume because of the strength of their first party games.
Then when you add the fact that the Vita works as a screen for the PS4, it seems unlikely they'll bother retiring it. I bet they'll just try and keep indies continue coming for the next 2 years or so, then it'll quietly be forgotten.

They either could just keep the Vita alive for another gen, or they could make a PS mobile. Another PS handheld will be overshadowed by the PS4.

Definitely not. Vita is already pushing spec too far, Sony need to find a way to reduce the budget required for Vita game development, not making even more powerful machine.

I think Sony should try releasing A or AA first party game periodically to boost confidence of other developers on Vita, and attract users through small, but multiple marketing sessions.

Except they declared Vita as a Legacy device... I don't think amount of damage made by that declaration can be covered up easily.

Should just move their handheld developers to the Xperia tablet in a dedicated app store.

I love the Vita and it's a phenomenal handheld. Unfortunately I believe that Sony has lost the trust of the public in this department. The way they abandoned the Vita doesn't give gamers much hope for a successor and frankly....they wouldn't trust Sony to make one again. That being said they should just continue to let 3rd party support them until the wheels fall off and never do handhelds again.
