The difference here is that the PR person effectively said that a PC port will never happen, rather than saying "we are not planning a PC port at this time," or "we will consider the possibility of a PC port in the future, but we're now focusing on x console."
This is why I think it's possible that Sony is involved with the game in some way financially (as Sony is with the developer Nippon Ichi and has done before with several other smaller Japanese titles), rather than Atlus just putting it on PlayStation first, since it's the most lucrative platform for the series. I'm not saying that Sony necessarily is involved with the game, I'm saying that there are numerous indicators that might hint at some collaboration.
