Obon in mid-August is one of the three major holidays in Japan (the other two being New Year's Eve and Golden Week). It's not a shop holiday time? Why don't you ask this to retailers.

The clue is 商戦 that means sales war. They're are refering as Obon sales war period movement. They're saying they expect PS4 hardware to increase due to the Bloodborne promotion, still going. And good performance for 3DS software.
