Buy a PS4 with PSTV.
On PSTV you can play all the PS1 and PSP classics and most of the PS Vita games which are not avalaible on PS4.
On PS4 you can play all the Playstation exclusives like Uncharted: Nathan Drake Collection, The Last of Us: Remastered, God of War 3: Remastered, Bloodborne, Infamous: Second Son... and the big third-party games like The Witcher 3: Wild Hunt, Mortal Kombat X, Batman: Arkham Knight...

Get R&C when it releases for sure! And get Journey too (available on PSN tomorrow). Get The Nathan Drake Collection when it releases too.

To be honest, you're better off buying a PS3 for now. It'll take a loooong time til the PS4 comes close to a library as good as that.
